Description of Requirement ?
This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in Revolutionary FAR Overhaul (RFO) Subpart 12.2, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
The Department of War (DoW) intends to negotiate on a sole source basis with ADVANCED SIMULATION TECHNOLOGY, INC. (ASTI) for the procurement of proprietary Telestra Servers as well as a software upgrade and software licenses with annual subscription for the next 5 years.

Justification
ASTi is the original equipment manufacturer (OEM) and sole developer/provider of the Telestra servers and associated software. No other vendor possesses the proprietary rights or technical data necessary to modify the code for mission and critical updates. There are no authorized resellers.
