Brief description of the procurement: Within the framework of this procurement procedure, the procurer wishes to order consulting services (hereinafter referred to as the "Service"), which include the following activities: * **preparation of a conceptual study of a black start power generation solution;** * conducting market research to support the development of a procurement strategy, including the establishment of key sectoral contacts and the involvement of stakeholders to facilitate the preparation of future tenders; * preparation of the technical specification documentation required to obtain binding tenders for the design, procurement and construction of gas-fired power plants, taking into account the proposed procurement model - either the EPC model (design, procurement and construction under one contract) or separate original equipment manufacturer (OEM) and works procurement; * provision of need-based technical consulting services on the basis of an agreed hourly fee within up to twelve (12) months after the conclusion of the contract.
