The Department of Agriculture of the Philippines (“DA”) is undertaking a public-private partnership (“PPP”) for the delivery, rehabilitation, and/or maintenance of Farm-to-Market Roads (“FMRs”) across priority agricultural corridors. The PPP will be procured through a solicited public bidding process in accordance with Republic Act No. 11966, or the PPP Code, and its Implementing Rules and Regulations.The International Finance Corporation (“IFC”) is in discussions with DA to be engaged as lead transaction advisor for the structuring and implementation of the PPP. IFC is seeking a technical consulting firm or consortium of firms (the “Technical Consultant”) to provide technical advisory support throughout project due diligence, transaction structuring, preparation of tender documentation, and implementation of the tender process. The transaction structuring scope may cover multiple pilot FMR networks to be tendered successively or simultaneously, depending on the agreed structure for the Project.The assignment requires a multidisciplinary team capable of linking road engineering assessments with agricultural corridor prioritization and PPP packaging considerations. The Technical Consultant should demonstrate integrated expertise in: (i) PPPs and infrastructure delivery models; (ii) rural road engineering, civil works, rehabilitation, maintenance, and lifecycle asset management; (iii) agriculture, rural logistics, value chains, market access, and agri-connectivity; and (iv) economic analysis and value-for-money (“VFM”) assessment.The Technical Consultant will be expected to assess candidate FMR corridors not only from a road engineering, construction-risk, and lifecycle maintenance perspective, but also by reference to their role in supporting agricultural production areas, value chains, post-harvest logistics, market access, transport cost reduction, rural supply-chain resilience, and connectivity to processing, storage, trading, distribution, and other logistics nod...
