Today, Afghanistan-s healthcare system faces significant challenges, including a shortage of trained professionals and inadequate medical infrastructure. As of 2023, the World Health Organization (WHO) reported only 3.2 medical doctors and 3.5 nursing personnel per 10, 000 people - well below the global averages of 14.8 and 35.0, respectively. Hospital infrastructure is similarly underdeveloped, with just 0.3 hospital beds per 1, 000 people as of 2020, compared to the global average of 3.3. These disparities highlight the urgent need to enhance healthcare delivery capacity in the country.To address these critical needs, International Finance Corporation (IFC), a member of the WBG and the largest global development institution focused on the private sector in emerging markets, and IDA are partnering with Sana Medical Complex (the “Sponsor”), a leading private hospital in Kabul with a current capacity of 50 beds. Established in 2016, the Sponsor has built a strong reputation for delivering quality healthcare services across a range of specialties, including Neurosurgery, General Surgery, Gynecological, ENT, Urology, and Dental care. As part of its expansion strategy, the Sponsor is exploring the development of a modern 100-bed greenfield hospital (the “Project”), which will include new departments including Oncology, Cardiology, and Women-s Health.To support this initiative, IFC is seeking the services of a qualified Technical Consultant (the “Consultant”) to:(i) conduct a comprehensive viability assessment for the proposed 100-bed greenfield hospital, which aims to increase patient capacity from approximately 35, 000 to 100, 000 annually; and(ii) mapping out a potential strategic partner list.Through this engagement, IFC aims to assist the Sponsor in shaping the Project by reviewing, assessing, and creating a detailed business case for the expansion.
