Tenders are invited for Technical Assistance at the Start of the Program for Economic and Urban Resilience in Lebanon (Lebanon).
Purpose of the contract: The contract is for technical assistance to support the CDR (Council for Development and Reconstruction) to prepare for the launch of the Program for Economic and Urban Resilience in Lebanon (PEURL) in the continuity of the PPTA (Project Preparation Technical Assistance).
Location (s) of performance: Beirut in Lebanon, Lebanese cities benefiting from the program (El Mina, Jbeil, Saida, Tire, Aaley, Balbeck, Halba, Nabatiyeh and Zahle), Provider's headquarters and AFD headquarters
Duration of the contract: The Contract will come into effect from the date of its notification to the contract holder.
The delivery period of the service is ten (10) months. The contract will end in September 2019, with a tacit renewal of three (3) months (until December 2019).
This is a regular contract consisting of the following tasks:
- monitoring and coordinating the delivery;
- prepare the recruitment of the members of the Program Management Unit (PMU) and the three Local Management Units (LMUs): produce job descriptions and recruitment support;
- prepare the recruitment of the project management assistance consultancy: Program Management Support (PMS): produce RDTs and support the bidding process and recruitment;
- develop the Program Procedures Manual, and model documents relating to it;
- specify the needs of the "Urban governance and consultation with civil society: capacity building of municipalities" component, and prepare the implementation of this component by including the implementation of a rapid intervention mechanism (quick win projects) to prefigure future investments in consultation with civil society (inhabitants, users and entities);
- monitor the portfolio of projects with municipalities and their involvement;
- support the CDR when launching the program with the municipalities through an event.
Number and consistency of lots: The contracting authority has decided not to launch the consultation in separate lots for the following reasons: The devolution in separate lots may render the performance of services technically difficult or financially expensive.
