Expression of Interest are invited for PMR Costa Rica: Technical assistance for the review & enhancement of Costa Rica`s Climate Change Metrics System (SINAMECC 2.0). The objective of this assignment under the PMR Costa Rica project is to provide technical assistance for the review, enhancement and further development of the mitigation platform of Costa Rica`s National Climate Change Metric System (SINAMECC). SINAMECC`s core objective is to overall support Measuring, Reporting, Verifying (MRV) and Registering (R) emissions by sources and removals by sinks, as well as emission reductions from the implementation of national climate change policy, including tracking progress towards the achievement of Costa Rica`s Nationally Determined Contribution. This assignment will comprise activities/tasks and deliverables along the following specific objectives: (1) Develop a detailed technical work plan for the design and development of SINAMECC-M 2.0. (2) Develop a technical proposal for the operational and functional design of new modules of SINAMECC-M. (3) Documentation, capacity building, and communication. The assignment is expected to begin in June 2019 and shall be planned to be carried out in 9-10 months, subject to further coordination with the World Bank task team and client counterparts at MINAE/Climate Change Directorate. FUNDING SOURCE The World Bank Group intends to finance the assignment / services described below under the following: - PMR Costa Rica (MRP implementation phase grant) INDIVIDUAL / FIRM PROFILE The consultant will be a firm or a consortium of firms, with demonstrated experience in developing GHG inventories, as well as MRV systems and transparency frameworks. SUBMISSION REQUIREMENTS The World Bank Group now invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Consultants may associate to enhance their qualifications. Interested firms are hereby invited to submit expressions of interest. Expressions of Interest should be submitted, in English, electronically through World Bank Group eConsultant2 (https://wbgeconsult2.worldbank.org/wbgec/index.html) NOTES Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding. Only those firms which have been shortlisted will receive notification. No debrief will be provided to firms which have not been shortlisted. Qualification Criteria · 1. Provide information showing that they are qualified in the specific field of the assignment (developing GHG inventories, as well as MRV systems and transparency frameworks). · 2. Provide information on the technical and managerial capabilities of the firm. · 3. Provide information on the qualifications of key staff for the specific purposes of this assignment (including relevant track record and demonstrated knowledge of national GHG data management & MRV systems) . * - Mandatory Shortlisted consultants will be invited to respond to a Request for Proposal. Contract awards will be made in accordance with the World Bank Group Procurement Policies and Procedures.
