Expression of Interest for Technical Assistance For Environmental Audit Of Chp-1 Site.
(Consulting Services Firms Selection) Republic of Moldova District Heating Energy Efficiency Improvement Project Loan No.: 8451-MD Assignment
Title: Technical Assistance for Environmental Audit of CHP-1 site Reference No. (as per Procurement Plan):C3.5 The Republic of Moldova has applied for financing from the World Bank toward the cost of the District Heating Energy Efficiency Improvement Project, and intends to apply part of the proceeds for consulting services. The proposed project development objective is to improve the coverage, quality, efficiency, and sustainability of centralized heating services in selected urban area.
The project will support demand-side priority investments aimed at optimizingand modernizing the heat distribution network. Specifically, financing would be provided for: (i) modernization of selected pumpingcapacities by replacing the old pumps by newones with lower voltage motors and variable speed drives, to reduce internal energyconsumption and provide for automated flow ofheat agent; (ii) rehabilitate selected segments of the distribution network byreplacing the most severely damaged, corroded and leaking pipes with modern pre-insulated pipes to ensure continued service andreduce losses of heat; (iii) construct a new DH pipe line and pumping station to allow the closure ofCHP1; (iv) retrofit CHSs to IHSs installing DHW recirculationpumps and pipes for more efficientheat supply to end-users and better control of heat consumption.
The consulting services ("the Services") include provision ofTechnical Assistance for performing the environmental auditing and assessing the cost of decommissioning, dismantling andenvironmental remedial measures resulting from CHP-1 closure. CHP-1 wasbuilt during 1951-1961. It has an installed capacity of 66 MW, the available being about 40 MW. Its main fuel is natural gas, andthereserve one - heavy oil.
The oil is delivered to the plants by railroad and it is stored in tanks with a total capacity of about1, 600 m.
The wear degree of the equipment is about 60%.
The plant produces along with electricity also thermal heating and has acapacity of about 296 MW thermal energy. Overall its heating index that represents the ratio between the installed thermal capacityof the installations that function in the co-generation cycle and the total thermal capacity (co-generation plus hot water boilers)is quite small.
The CHP-1 is located inside the city.Currently the GoM is considering the closure of CHP 1 due to a series of reasons.
