The purpose of this Request for Proposals (RFP) is to enter into a contractual agreement with a successful bidder and select a suitable contractor to carry out the following work: Adaptation and Roll-out of mhGAP-IG 2.0 and the Development of the Capacity-Building Framework for Mental Health under an Agreement for the Performance of Work (APW).BACKGROUNDProtecting the rights of people with mental, neurological and substance use disorders remains to be a big challenge for health systems around the world. To address this problem, increasing the capacity of the primary health care system to deliver an integrated care package using the Mental Health Gap Action Programme Intervention Guide (mhGAP-IG) version 2.0 in non- specialized settings is now being done.To date, the Department of Health (DOH) through the WHO Special Initiative for Mental Health: Philippines had two (2) phases of capacity building, participated and successfully completed by health service providers across the country.
