This Assignment is Intended to Assist the World Bank's Analytical and Advisory Support to the Government of Colombia (Goc)'s Infrastructure Sector Objectives Established in the 2020 Railway Master Plan and 2016 Multimodal Transport Masterplan, Pmti. The Objectives of this Assigment Include:I) Compile, Analyze and Review the Current Economic, Technical and Legal Regulatory Framework in Order to Identify its Effects, Bottlenecks, Gaps and Opportunities for Improvement, Assessing Previous Existing Studies and diagnosis.ii) Benchmark International References to Replicate Best Practices and Lessons Learned in Rail Regulatory Frameworks and Their Effect in the Structuring, Implementation, and Operation of International Rail systems.iii) Provide Technical Inputs to the Proposed Market-Oriented Adjustments and Reforms on the Economic, Technical, and Legal Regulatory Railway Frameworks in Colombia, Aiming to Promote Sound Policies Focused on Freight Transport but Also Embracing Upstream Recommendations for Passenger and Mixed services.iv) Recommend Sustainable Finance Solutions to Attract the Private Sector to Finance, Implement and Operate Infrastructure, Focusing on Risk Allocation and Alternative Business Models that Guarantee Fair Competition and Interoperability.
