I. INTRODUCTION

A. ORGANIZATION BACKGROUND

The Lebanon Reforestation Initiative (LRI) is a Lebanese NGO registered at the Ministry of Interior and Municipalities under no. 1186 on 18 June 2014 and had started as a project launched in 2010 by the United States Forest Service (USFS) Office of International Programs (IP) through the support and funding of the United States Agency for International Development (USAID).

One of LRI-s currently implemented project is the “Livelihoods in Forestry” project funded by USAID. The project aims at improving sustainable forestry activities through the establishment of models for economic forestry and forest-related rural tourism. One of the project components is focused on piloting agroforestry for sustainable land management with private landowners.

II. PURPOSE

Under the context of the Livelihood in Forests (LiF) funded by USAID, LRI seeks to pilot Agroforestry (AF) for sustainable land management on private lands, in the purpose of filling the gaps and linking the forests in the 3 environmental corridors of North, Rachaya and Shouf. In a context where increased unplanned urban sprawl and land use conversions into arable lands at the expense of natural landscapes, major deforestation and land degradation impacts occur across the country, notably in the privately-owned patches of lands.

With the purpose of overcoming this challenge, piloting AF practices on private lands in Lebanon, disseminating the science among communities and farmers, and raising the awareness needed on AF practices, LRI is seeking to collaborate with a Technical Agroforestry Expert to undertake the below tasks in the collaboration with an AF committee of experts, across the project lifespan:

- Contribute to the selection of pilot sites for testing AF in Lebanon;

- Develop an AF system customized to 3 pilot sites selected (field assessment and AF design) in coordination with the team of experts;

- Conduct practical AF trainings with farmers and local communities in coordination with the academic expert;

- Conduct study on AF systems available in Lebanon in coordination with the team of experts;

- Combine literature review to the Lebanese context of AF;

- Derive practical guidelines on AF customized to Lebanon in coordination with the team of experts.

A. SCOPE OF WORK

The Technical Agroforestry Expert will take role in an AF committee of experts, transmitting his practical knowledge in Agroforestry to the farmers and local communities. The expert will assist the project by contributing with the AF committee to the selection of pilot sites, developing a customized AF system convenient for each, and setting guidelines of implementation and monitoring systems for the sites. The Technical Agroforestry Expert will be responsible of conducting practical trainings of AF during the implementation of the pilot sites. In parallel to that, the Technical AF Expert, through his field expertise and knowledge, will conduct study on available AF practices commonly or occasionally used in Lebanon. Based on this, the expert will collaborate with the AF committee to develop a study on native species and their beneficial uses in AF systems, their potential uses in combination with agricultural crops and their benefits for the sustainable conservation of the natural ecosystems.

B. DELIVERABLES

1. 8-10 days practical AF training reports;

2. AF site plans for 3 pilot sites-technical section;

3. AF survey document - common AF practices performed in Lebanon;

4. Native species study document -agricultural benefits and practical practices.

III. CONTRACT MECHANISM & TERMS OF PAYMENT LRI anticipates issuing a service agreement to the Service provider.

IV. PROPOSAL PREPARATION AND SUBMISSION REQUIREMENTS

A. INSTRUCTIONS FOR PROPOSAL PREPARATION

The selection committee will evaluate the Offerors based upon their written technical and cost proposals. Each section will be evaluated according to the criteria for evaluations in Section V. Offerors are expected to examine the specifications and all instructions in the RFP. Failure to do so is at the Offeror-s risk. Interested Offerors must provide the following:

2. COST PROPOSAL

Offerors will submit a proposed budget with their proposals in a separate, sealed envelope (or separate file, if submitting via email) labeled “Budget Proposal.” The proposed budget will have sufficient detail to allow evaluation of elements of costs proposed. Budgets should be submitted in US Dollars or LBP; please label your budget with the name of the currency.
