On July 10, 2023, the Minister of Energy and Electrification (MOEE) directed the IESO to develop a competitive procurement framework for transmission infrastructure. This includes creating a transparent and predictable Transmitter Selection Framework (TSF) process to address concerns from developers, stakeholders, and Indigenous communities regarding the current selection process. Historically, transmitter selections were guided by policy goals and project-specific priorities, including the urgency of system needs and connecting remote First Nation communities. However, these rationales were oftennot publicly communicated, leading to a lack of clarity and predictability.A competitive transmission selection process is expected to deliver significant benefits, including unlocking ratepayer value through cost savings, and attracting new investors and transmitters. Competition will foster innovationby encouraging transmitters to differentiate themselves through advanced engineering solutions and efficient project development practices.
