Expression of Interest are invited for Technical Advisor for Renewable Energy PPP Options in Small and Mini Grids in Haiti.
Deployment of renewable energy (RE) and expansion of energy access in rural areas are on the rise among top priorities of Haitis Government (GoH).
The PPIAF-financed activity provides technical assistance and capacity building to the Government to successfully implement these priority actions. In this context, the World Bank is seeking a Technical Advisor to support Government in strategic and operational decisions related to the scale up of distributed renewable energy in Haiti, in particular through developing public-private partnerships (PPP) options for retrofitting of existing utility/municipal mini grids, and building incentives for investments in new mini grids. This will be done through the provision of capacity building, facilitation of lessons learned from similar country contexts and other similar technical advice.
The technical advisor will in particular focus on the following aspects
PPIAF Component 1

The focus will be in particular on the identification of opportunities and challenges related to renewable energy mini grid deployment both green-field investments and retrofitting of existing diesel mini-grids run by EDH and/or municipalities.
2. Drawing on lessons from other countries, provide guidance to the Government about possible institutional and business models that can be applied for mini grid development, including their advantages and disadvantages in the Haitian context
3. Provide advice to the Government on opportunities for public-private partnerships for mini grids, including review of options for developing PPP structures for the currently publicly-run diesel mini grids (e.g. concessioning of the whole system, private arrangement for generation only, private participation in O&M etc.)
4. Depending on the institutional, business and PPP model chosen, provide advice to the Government on the development of the adequate policy and regulatory framework, supporting the development of such model, drawing on experiences in other countries.
5. Identify the key data and analytics gaps, and assist Government in developing approaches for filling these gaps, including guidance on additional technical work to be conducted by Government and/or its consultants
6. Assist the Government in the review of technical inputs being delivered by its staff and consultants
