Description
The Department of Veteran Affairs, Program Contracting Activity Central (PCAC) intends to solicit and negotiate directly with Graham Advisory Network, Inc., 2012 Riviera Ct, Raleigh, NC 27604, for the procurement of various Taylor and Francis eJournals in support of the Library Network Office (LNO) program under the authority of 38 U.S.C. § 8127©, Veterans First Contracting Program, as implemented by FAR 6.302-5, Authorized or required by statute. DESCRIPTION OF REQUIREMENT: The purpose of this contract is to provide an existing, commercial, off-the-shelf, web-based electronic journal collection. This requirement is for subscriptions from Taylor and Francis Publishers that will be made available throughout the VA healthcare system.The scope of work for eJournals is to provide all sites on the VHA network with access to a single online, web-based subscription to the journal titles listed in Section B. Authentication shall be through VA gateway IP address validation on an enterprise basis, eliminating the need for users to enter identification. Access must include the Liblynx IPs added to the collection of resources are presented. These journals must include VA Gateway IPs and LibLynx IPs 157.230.189.45 and 162.243.143.27.The contractor shall provide an unrestricted number of simultaneous with immediate access from any web-enabled computer within VA. It is required that all authorized remote users with VPN access have access to the journals as well.This notice of intent is not a request for competitive proposals.
