Tenders are invited for Tajikistan Service Delivery Indicator Survey.
The objective of this consultancy in Tajikistan is to (i) collect high-quality facility-based data on inputs, resources, and quality of service delivery in health through in-person and phone-based methods, (ii) produce clean data sets, (iii) archive the documentation and data, and (iv) facilitate continuation of the rapid-cycle facility-based phone surveys by a government agency after two survey rounds. These tasks will have agreed quality standards associated with them.For the SDI surveys, the consultant organization will conduct surveys in a representative sample of health facilities using the SDI survey methodology. The sample will include approximately 500 PHC facilities, 1500 medical staff, and 2500 patients, however, a more precisely estimated number will be agreed before the contract signing based on the unit cost suggested by the applicant firm, and based on the sampling frame. The rapid-cycle phone survey will be conducted twice within a year with a sample of approximately 600 PHC facilities that is national and subnationally represented and covers the SDI survey sampling frame. All City and District Health Centers (CHC/DHC) would be surveyed, and Rural Health Centers (RHC) representative at the oblast level. The additional sample would be used to cover at least 3 facilities within each district. The list of facilities to be surveyed will be provided by the World Bank and the MOHSP team.The SDI survey instrument has 4 main types of questionnaires (as described in Table 1 below; the provisional examples of instruments are attached; note that the instruments are confidential and not to be shared or used outside of the purposes of preparing a proposal for this work) which at least 2 enumerators per facility will administer (one Lead Enumerator and one Enumerator; these roles are described in Section 7). For larger facilities (with more clinical staff), enumerator pairs should be combined to form groups of 4-6 enumerators, as appropriate. Each survey (per facility) is expected to take approximately 2 days on average. There will be two visits per facility in the sample: (i) a first announced visit, which may take one whole day and during which the facility questionnaire and provider questionnaires are administered; and (ii) a second unannounced visit done 2-7 full working days after the announced visit, during which provider absenteeism is assessed and patients are interviewed throughout the entire day. The rapid-cycle phone survey instrument has one questionnaire that can be implemented in two parts with facility officers-in-charge and should take no more than one hour to conduct. After the second round of data collection, the rapid-cycle survey will be handed over to a government agency. To ensure successful continuation of the survey under the government agency, the consultant organization will, at the beginning of the project, develop a detailed transition plan which will include representation of government agency staff in survey training, planning and implementation activities of the first two survey rounds in a shadowing arrangement, as well as a comprehensive handover workshop after the second survey round. The consultant will work with the government agency to carefully build their capacity during the first rounds of the rapid-cycle survey for them to be able to take over the administration of the survey from round 3. Offerors should provide a budget for the proposal and a detailed description of the proposed human resources and their source. Computer-Assisted Personal Interviewing (CAPI - which involves collecting the data electronically through tablets) is required. Experience in Tajikistan is highly preferred; for those survey organizations not based in Tajikistan, a description of how local engagement will be obtained is required. Local and international firms, for example, are welcome to collaborate to produce a joint proposal.
