ASSIGNMENTDESCRIPTIONTheWorld Bank is seeking Technical Assistance to Support the Bank in its dialoguewith the Kyrgyz Republic in Strengthening Kyrgyzstan-s National LearningAssessments for Global SDG Compliance.Keytasks of this consultancy include conducting an initial scoping exercise toassess the current state of the national assessment program and identify gapsin alignment with SDG 4.1.1.b reporting requirements. This will involveengaging with country-level World Bank staff, national assessment personnel, country experts, and development partners to evaluate existing assessmentresources and recommend tools that align with the country context. The firmwill carefully review the National Large scale Assessment ( NLA) todetermine whether it meets the seven technical criteria established by theUNESCO Institute for Statistics (UIS) for SDG 4.1.1 reporting. This process will involve collecting anddocumenting evidence, analyzing data, identifying technical gaps, and advisingon necessary improvements to strengthen alignment. The firm will also providetechnical support to the Department for Education Quality Development (DEQD) to update the Grade 4 NLA in line with UIScriteria, ensuring its readiness for implementation in April/May 2026. Inaddition, it will support the World Bank in providing practical training anddeveloping guidelines and protocols to build local capacity within the DEQD, ensuring a sustainable enhancement of skills and procedures for ongoingassessment activities. Thespecific objectives of this consultancy are to review and updating the featuresof (i) the Grade 4 Reading and Comprehension NLA and (ii) the Grade 4 Mathematics NLA and identify areas ofalignment and any gaps in meeting the UIS criteria for reporting against SDG4.1.1.b in literacy and numeracy and strengthening national capacity inlarge-scale assessment design, implementation, analysis and reporting.
