A. Project Background andObjectives The World Bank is providing operational, analytical and technical advisorysupport to the Government of Cambodia throughthe Health Equity and Quality Improvement Project (HEQIP II) and Cambodia Health Sector Programmatic Advisory Services and AnalyticsII (PASA). While HEQIPII is an investment operation, the PASAaims to provide technical assistance to the operation and the Government to helpnavigate the complex transitions required to build a more effective and efficienthealth system. The PASA is structured into four pillars: Strengthening Health Service DeliveryImproving Financial Protection, Equity and Sustainable Financing for UHCBuilding Resilient and Responsive Health SystemsJust in Time Technical Assistance and PASA Summary Reports Pillar 1 focusesspecifically on various aspects of health care quality improvement, an area whichthis consultancy will exclusively support. Cambodia-s healthcare systemfaces significant gaps in infection prevention and control (IPC) practiceimplementation, as identified by NQEMT2 assessments, WHO Joint ExternalEvaluation (JEE), and the World Bank team-s recent field visits. These gapsstem from deficiencies in foundational elements such as training of IPCprofessionals, lack of structured refresher programs, and weak documentationstandards. To address these challenges, during the mid-term review, the Ministryof Health (MoH) and the World Bank agreed to work to strengthen thesefoundational IPC elements through the development of structured trainingprograms, development of key documentation / standards, and introduction of antibiogramsto guide antibiotic prescribing practices in care settings. Hence, theobjective of this consultancy is to assist the World Bank to provide technicalassistance to MoH in sustainably enhancing the current state of IPC practicesthrough various scalable targeted activities.
