Abstract: This procurement will be conducted under the light touch regime in accordance with Regulations 74 to 76 of the Public Contracts Regulations 2015 (as amended) and will use a 2-stage approach. At the first stage (Selection Stage), the Authority will invite the submission of initial, high-level applications via the selection questionnaire (see Attachment 1). Based on the crown commercial services standard selection questionnaire, the selection questionnaire is adapted to reflect the particulars of this procurement. Through evaluation of the selection questionnaires received, the authority will shortlist potential suppliers to ensure only those evidencing the necessary levels of technical capability and capacity and possessing appropriate financial standing and resources are progressed to the second stage (Award Stage). Those potential suppliers who progress to the award stage will be issued with an Invitation to Tender (ITT) inviting them to submit a full, detailed bid.Any contract would run from April 2020 for 4 years and 3 months (ending in July 2024), with potential breaks after years 1, 2 and 3. the option to break will be exercisable by the Department.
