Description

The U.S. Army Contracting Command-Detroit Arsenal (ACC-DTA) intends to modify the existing Firm-Fixed-Price (FFP) T-9 Electro-Hydraulic (EH) Medium Dozer requirements contract W56HZV-21-D-0034 with Caterpillar, Inc to add the requirement for Technical Manual revisions. This action will be awarded on a sole source basis to Caterpillar, Inc. of Peoria, IL. The proposed contract modification is to incorporate the Electro-over-Hydraulic (EoH) procedures into the Technical Manuals supporting the T-9 Medium Dozer. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” Specifically, FAR 6.302-1(a)(2)(ii) “Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in (B) Unacceptable delays in fulfilling the agency-s requirements”. Caterpillar Inc. is the only source with the ability to fulfill the Army-s need for revised Technical Manuals. This is a notice of intent, not a request for competitive proposals, or a solicitation of offers. However, all responsible sources may submit a capability statement, bid, proposal, or quotation, which shall be considered by the agency. A determination not to compete this proposed contract action, upon response to this notice, is solely within the discretion of the Government.
