The forthcoming Invitation for Bids (IFB) will be a competitive 8(a) set-aside and is anticipated to result in the award of a single five-year Firm-Fixed-Price Indefinite-Delivery Indefinite-Quantity contract. This is a pre-solicitation notice / synopsis only. It is neither a request for competitive bids nor a solicitation of offers. The Government does not intend to award a contract on the basis of this notice. The content of any future IFB shall take precedence over all information contained herein. Once the IFB is issued, all responsible sources may submit a bid which will be considered by the agency.
There is an export-controlled Technical Data Package (TDP) associated with this procurement. The TDP is distribution statement "D", which limits access to Department of War (DoW) and U.S. DoW contractors only. The forthcoming IFB will contain instructions on how to access this technical data. TDP access will not be granted prior to IFB issuance.
To be eligible for TDP access, an offeror must have a current DD Form 2345: Militarily Critical Technical Data Agreement on file and certified with the Defense Logistics Information Service. To obtain certification, submit a DD Form 2345 to the U.S. / Canada Joint Certification Office, along with copies of all necessary supporting documentation.
