Brief description of the tender: One of the key issues in ensuring uniform availability of high-quality and crisis-proof public water supply and sewerage service (water service) and equal treatment of consumers is the availability of competent labor and fair and competitive wage level. The study to be commissioned analyzes what workforce and competencies are needed in both the current and possible consolidated water sector model and what would be a sustainable, fair and competitive wage level for the sector. The aim is to give the sector data-based input for market participants (water companies, local governments) and policy and regulation makers, how to ensure sufficient qualified workforce and organizational capacity in restructuring the sector, which is framed by the Ministry of Climate water reform (see: https://kliimaministeerium.ee/veetenusi-reform). The study focuses on the personnel model, competencies and salary levels at the water company level.
