The background, purpose and target minister Petteri Orpo, in accordance with the Government Program, is seeking multiplication of electricity generation in Finland. The stable price and secure availability of pure electricity will be significant in the future Electricity investments. Electricity should be sufficient at a reasonable price even in ventilated frosts. The structure of electricity production should curb price fluctuations and price peaks. Finland must be self -sufficient annually in terms of electricity and the security of supply must be secured in all situations. As part of this energy vision based on growth and high security of supply, more nuclear power is also needed. The procurement is related to the policies of the Government Program, according to which 1) Finland needs more nuclear power and 2) the government promotes funding solutions for nuclear energy projects 3) created based on the study Cost-effective capacity mechanism (eg auction or equivalent), which supports the sufficient amount of the electricity always available.
