REQUEST FOR PROPOSALS INTRODUCTION The City of Surrey (the “City”) is inviting Proponents to submit Proposals for a consultant team with the expertise to develop an updated District Energy strategy for Surrey City Energy (the “SCE”). SCE is a municipally owned utility that exclusively operates the City-s District Energy System (the “DES-). The updated strategy should align with the utility-s current development priorities, advance the utility-s low-carbon transition, and identify opportunities for sustainable growth to 2075. QUALIFICATIONS Delivery of the updated SCE District Energy Strategy will be by the Proponent. The Proponent-s services should include, but are not limited to, the following expertise: a) Mechanical engineering with district energy specialization b) District energy network modelling c) Business case and financial analysis for utilities d) Resource management & strategic decision analysis e) Energy policy & utility planning f) Low carbon thermal energy generation g) Heat pump technology h) Expertise on GHG emissions analysis i) Stakeholder engagement experience (optional) The Proponent will ensure that the personnel proposed in its submission, including their respective roles and associated hours or level of effort, perform the Services as described.
