The assignment will focus on conducting a targeted mapping and diagnostic of employment and activation services in selected pilot locations, structuring a simple NEET service flow, and developing practical operational tools, including a service directory, NEET profiles, and referral guidance. The consultant will also support the pilot implementation of these tools and document lessons learned to inform gradual strengthening and scaling of NEET services.
