The goal of this assignment is to make an integral assessment of the current state of the assets of the Uzbek state-owned gas transmission system operator Uztransgaz (UTG), and its institutional capacity to detect and assess gas leaksfrom operations.During Phase 2B, the Contractor will be expected, for ten (10) selected facilities of UTG, to carry out the following scope of work.In collaboration with, and supporting UTG specialists, to identify all methane emissions, quantifythese, and determine their root causes. Technologies used should be tailored tothe current condition of UTG-s assets, and may include satellites, helicopter-and drone-based, car-mounted, and hand-held technologies, and must be in linewith the Oil and Gas Methane Partnership (OGMP) 2.0 best practice at Level 4.In collaboration with, and supporting UTG specialists, to identify repair and/or replacement measuresto reduce or eliminate identified methane emissions. Proposed measures will be reviewedand must be agreed by UTG as being technically feasible and realistic.In collaboration with, and supporting UTG specialists, to estimate the costs and propose aprioritization of repair and replacement measures based on the cost vs. the emissionreduction potential.Support UTGspecialists to make an implementation plan for selected measures using theestablished prioritization criteria, and recognizing operational constraints.Furthermore, the Contractor will be expected to carry out the following, general scope of work.Review theinstitutional capability and human resources currently available within UTG forsustained maintenance of the gas transmission networkwith a focus on avoiding methane leaks. Identify gaps with international bestpractice. Make recommendations for required capacity building and necessaryorganizational changes.Review theavailability, accuracy, and working condition of permanently installed and movableleak detection equipment and capacity, either in-house or through vendorrelationships that can ...
