                                This deliverable will begin with an inception report that outlines the refined methodology, detailed work plan, stakeholder engagement strategy, data sources, coordination mechanisms, and a schedule of deliverables. It will include a risk assessment with proposed mitigation measures and highlight any early needs for clarification from OST or regulatory authorities. The deliverable will then reassess Albania-s legal and regulatory framework in relation to EU electricity market regulations, mapping mandatory Terms, Conditions, and Methodologies (TCMs), identifying inconsistencies, and proposing a gap matrix with prioritized legal and institutional reforms. Based on this assessment, draft TCMs—covering pan-European, regional, and national levels—will be prepared, each with explanatory memoranda and compliance matrices. A consultation report will summarize stakeholder engagement efforts, including workshop materials, feedback received, and revisions made to the TCM package in response. The final regulatory submission will include the full TCM set, explanatory notes, feedback logs, and documentation of revisions, with the Consultant supporting OST throughout the regulatory review process. To evaluate the impact of TCM implementation, simulations on bidding behavior will assess market performance, balancing costs, cross-border trade, and social welfare under baseline and future scenarios. Capacity-building activities will include hands-on training for OST and other stakeholders on EU electricity regulations, market coupling, and operational coordination, with participation tracked and documented. The final report will present a detailed roadmap for TCM implementation and maintenance, including resource requirements, timelines, institutional responsibilities, and risk mitigation measures, ensuring alignment with EU market integration objectives.
