Title: Support to Surveillance Implementation transition

General: EUROCONTROL* is an intergovernmental organisation with 41 Member and 2 Comprehensive Agreement States. We are committed to building, together with our partners, a Single European Sky that will deliver the air traffic management (ATM) performance required for the twenty-first century and beyond.

Technical subject matter:

In the context of progressing Surveillance modernisation in ECAC, the integration and rationalisation within SUR, CNS and with other domains or activities is also of high importance. This includes SUR sensor synergies, data processing, iCNS aspects, ACAS Hybrid Surveillance (using ADS-B), integration of drones etc. Main selection, assessment and award criteria::

TECHNICAL SELECTION CRITERIA

Proven experience of more than 15 years in CNS projects, with at least in-depth demonstrated experience in ADS-B (including ground and spacebased), surveillance equipage, surveillance regulation (including SPI-IR), surveillance integration, surveillance for General Aviation, and with extensive record in ADS-B related EUROCAE/RTCA Standards

ASSESSMENT CRITERIA Mandatory / Desirable

1 University degree in Engineering or Mathematics/Physics M

2 Excellent knowledge of English (oral/written) M


3 Proven in-depth experience in Surveillance systems in general and ADS-B, MLAT in particular, including ground and airborne applications M

4 Proven in-depth experience in the operational, safety and performance aspects relevant to ground surveillance applications, as well as in Performance based Surveillance, including the case of using Aircraft Derived Data. M


5 Proven in-depth understanding of related European and international standard material on GA operations and avionics (including COTS) related with Surveillance in general and ADS-B in particular. M

6 Proven in-depth understanding of the ADS-B and MLAT deployment in Europe and worldwide. M

7 Practical experience from co-operation with ANSPs, Airlines and Industry. M

8 Extensive record of participation in international working groups and very good knowledge of related European and international standard material. M

9 A proven experience as a General Aviation pilot. M

10 Strong organisational, drafting and reporting skills. M
