Expression of Interest are invited for Support for the Organizational Restructuring of the N.V. EBS.
The Republic of Suriname has received financing from the Inter-American Development Bank (IDB), toward the cost of the Support for the Implementation of the EBS Investment Plan, and intends to apply part of the proceeds for Consulting services.
The Consulting services (“the Services”) include Services for the Implementation of Energy Management Systems.
With regards to the implementation of an EMS project, NV EBS aims to increase the awareness of customers in order to: (i) understand energy efficiency practices, (ii) better understand their energy consumption patterns in different building typologies and (iii) to improve the energy efficiency in several buildings through the identification of potential and the most effective measures to save energy.
In order to achieve the aim of this project, several activées will be implemented which are related to Energy Management System (EMS) based on the ISO 50001 standard. This standard provides a framework of requirements that help organizations to develop a policy for more efficient use of energy; fix targets and objectives to meet the policy; use data to better understand and make decisions about energy use; measure the results; review how well the policy works, and continually improve energy management https://www.iso.org/iso-50001-energy-management.html . It must be specifically noted that the EMS also includes an energy monitoring System. The energy management System services will be introduced to assigned customers (the target groups) by the consultant through various training sessions and by implementing some of the steps of the ISO 50001.
The firm will be required to provide next services: (i) carry on an energy diagnosis in several buildings, (ii) implement and energy monitoring System in these buildings; (iii) develop an energy efficiency plan for these buildings: (iv) provide related training to EBS and relevant stakeholders. The N.V. Energiebednjven Suriname now invites eligible Consulting firms (“Consultants") to indicate their interest in providing the Services.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
Short lists shall comprise six firms with a wide géographie spread, with no more than two firms from any one country Consultants will be selected in accordance with the procedures set out in the Inter-American Development Bank Policies for the Selection and Contract in a of Consultants financed bv the Inter-American Development Bank GN-2350-9 and is open to ail eligible bidders as defined in the policies.
