- Purpose of the contract (see art 2-1 of the consultation regulations) As part of the project to build a higher education center in Le Havre, the contracting authority wishes to conclude a contract with the aim of a support mission, the PHPP verification and PassivHaus Classic labeling. These services are intended to support the contracting authority throughout the operation, which takes the form of a global performance public contract. Market shape - This consultation will result in the establishment of an ordinary market at mixed prices (see art 2-3 of the consultation regulations): - with a fixed price part, relating to the overall mission which takes place in three phases which follow the evolution of the MPGP: report initial (APD), intermediate report (PRO) and final report and obtaining the label (EXE / site / reception); - with a unit price part, taking the form of a framework agreement with purchase orders in order to take into account additional services. The framework agreement has no minimum and has an annual maximum amount of 50, 000.00 euro(s) excluding tax.
