1. Context and Objectives of the Mission The municipality of Court-Saint-Etienne initiated in 2022 the update of its Municipal Mobility Plan (PCM) which is in the process of being finalized with the implementation of an ambitious traffic plan. The current challenge is to move from the design phase to the operational phase. The objective of the mission is to promote the social acceptability of mobility changes at each phase of the implementation of this traffic plan. For this, the contracting authority entrusts the project author the support and communication mission for the different stages of bringing the traffic plan to fruition. The missions are as follows: A. Preliminary mission: 1) Learn about the PCM and more precisely its plan of traffic and its challenges. 2) Participate as an observer in citizen presentations of the action plan (September 2026). Subject to timely adjudication. 3) Definition of the strategy and development of a graphic charter specific to the PCM. 4) Development of a global communication plan based on the implementation phases. B. Support missions for each large-scale implementation: 1) Creation of educational content 2) Writing of arguments explaining the benefits of the actions and deadlines: Village/business approach (center) 3) Management of social networks and creation of a dedicated page on the municipal website 4) Writing of FAQs to respond to concerns/questions...
