The assignment will support IFC in strengthening the analytical foundation of asset-based finance solutions linked to public procurement in Ukraine by collecting and consolidating data on the use of factoring and supply chain finance instruments, analyzing procurement-related transaction flows as underlying assets for financing, benchmarking Ukraine-s approach against international practices, and identifying operational and market barriers affecting utilization. The consulting firm will produce analytical reports and knowledge products to inform policymakers, financial institutions, and other stakeholders, with the aim of enhancing the effective use of public procurement receivables to expand access to finance for SMEs.
