③ have Grade A or B in "Service Offer" and "Sales of products" for participating in tenders by Ministry of Health, Labour and Welfare (Single qualification for every ministry and agency) in Tokai-Hokuriku Region ;

④ meet the qualification requirements which the Obligating Officer may specify in accordance with Article 4 of the Regulation ;
