According to the UNOPS Procurement Manual (item 11.5) A BPA is a written agreement between UNOPS and a supplier, a BPA is established for a defined period of time for clearly specified goods/supplies or quantifiable services at fixed prices or rates. While there is no legal obligation to request a maximum or minimum amount to the supplier, BPAs usually include a delivery plan or other date that the supplier must respect.
