The University University of Valencia (UPV), as an institutional public sector, has entrusted functions of teaching, research, knowledge transfer and university management, in accordance with article 2 of its statutes and the legal framework of public universities.
He Compliance with these functions implies a constant institutional activity that requires the mobility of members of the rectory team, management and technical staff, both among the UPV campuses and towards other administrations, universities, research centers and public bodies or organizations or private. The need to have adequate vehicles for these displacements for institutional purposes constitutes a real and objective need, directly linked to the university representation and management competences. This need cannot be efficiently satisfied through permanent own means, due to limitations
Budget, organizational and sustainability associated with the possession of vehicles in property.
In accordance with the provisions of article 28 of Law 9/2017, on Public Sector Contracts (LCSP), this contract responds to the principle of need, being the projected contract (Operational Renting without option to purchase) the most suitable means to guarantee the availability of vehicles, with maintenance, insurance and assistance coverage, throughout the period of contractual validity.
