INVITATION TO BID FOR SUPPLY OF LABOR SERVICE, SUPPLIES, AND MATERIALS FOR THE ESTABLISHMENT OF 20KW GRID-TIED SOLAR PV ENERGY SYSTEM FOR TISSUE CULTURE LABORATORY OF BUREAU OF PLANT INDUSTRY-DAVAO NATIONAL CROP RESEARCH, DEVELOPMENT AND PRODUCTION SUPPORT CENTER (BPI-DNCRDPSC), BAGO OSHIRO, DAVAO CITY



1. The Bureau of Plant Industry (BPI), through the PSS-HVCDP-PFR-TCL-Capital Outlay intends to apply the sum of One Million Two Hundred Thousand Pesos (Php1, 200, 000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Supply of Labor Service, Supplies, and Materials for the Establishment of 20kW Grid-Tied Solar PV Energy System for Tissue Culture Laboratory of Bureau Of Plant Industry-Davao National Crop Research, Development and Production Support Center (BPI-DNCRDPSC), Bago Oshiro, Davao City. Bids must be on per Lot basis. Bids received in excess of the ABC shall be automatically rejected at bid opening.



2. The BPI now invites bids for Supply of Labor Service, Supplies, and Materials for the Establishment of 20kW Grid-Tied Solar PV Energy System for Tissue Culture Laboratory of Bureau of Plant Industry-Davao National Crop Research, Development and Production Support Center (BPI-DNCRDPSC), Bago Oshiro, Davao City. Completion of Works is required within ninety (90) calendar days after receipt of Notice to Proceed. Bidders should have completed, within five (5) years (CY 2014 to CY 2019) from the date of submission and receipt of bids, a single contract or an aggregate of two contracts similar to the project to be bid equivalent to at least fifty percent (50%) of the ABC. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.



3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary -œpass/fail- criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the -œGovernment Procurement Reform Act-.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183.



4. Interested bidders may obtain further information from Bureau of Plant Industry - Bids and Awards Committee (BPI-BAC) Secretariat and inspect the Bidding Documents at the address given below from 09:00AM to 04:00PM, Monday to Friday, before the opening of bids, scheduled on July 28, 2020 at 09:30 AM.



5. A complete set of Bidding Documents may be purchased by interested Bidders on June 03, 2020 - July 28, 2020 from the address below and upon payment of a nonrefundable fee for the Bidding Documents in the amount of Five Thousand Pesos (Php5, 000.00).

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the nonrefundable fee for the Bidding Documents not later than the submission of their bids.



6. The BPI will hold a Pre-Bid Conference on July 14, 2020, 09:30 AM at BAC Conference Room, Bureau of Plant Industry, No. 692 San Andres Street, Malate, Manila which shall be open to prospective bidders.
