The Epinal agglomeration community has established itself as a purchasing center to offer buyers subject to the Public Order Code, and having their head office in the territory of the agglomeration, a system to meet the objectives of simplifying the act of purchasing, legal security and optimization of expenses. Thus, the Central Purchasing Center plays the role of intermediary in application of article L.2113-2, 2° of the public procurement code for any buyer located in the territory of the agglomeration and assumes, to this end, responsibility for the progress of the procedures and their legality. The list of members taking part in this consultation is attached in Appendix 1 of the commitment document for this contract. For the realization of the purpose of this contract: • the purchasing center, as coordinator, is the buyer responsible for the preparation, award, signature and notification of this contract and any associated amendments; • each Participating Member is responsible for executing the market as far as it concerns itself.
