Tender Details

Tenders are invited for Supply Delivery, Installation of Electronics and Electro-Technical Equipment and Training for Champasak Technical College, Khammouane Technical and Vocational College and Technical College of Vientiane Province.


1. The Lao People-s Democratic Republic has received a grant from the Asian Development Bank (ADB) towards the cost of the Second Strengthening Technical and VocationalEducation and Training Project (STVETP), and it intends to apply part of the proceeds of this grant to payments under the contract named above. Bidding is open to Bidders from eligible source countries of the ADB.

2. The Ministry of Education and Sports (MOES) (the Purchaser) invites sealed bids from eligible Bidders for the:

• Lot 1: Supply, delivery, and installation of 80 items electronics and electro-technical equipment, including training in the use of this equipment to Champasak Technical Vocational College. Delivery within four (4) months after date of contract signing;

• Lot 2: Supply, delivery, and installation of 78 items electronics and electro-technical equipment, including training in the use of this equipment to Khammouane Technical Vocational College. Delivery within four (4) months after date of contract signing;

• Lot 3: Supply, delivery, and installation of 51 items electronics and electro-technical equipment, including training in the use of this equipment to Technical College of Vientiane Province. Delivery within four (4) months after date of contract signing. Details and specifications are provided in the Bidding Documents. Completion period is five (5) months.

3. International Competitive Bidding will be conducted in accordance with ADB-s SingleStage: One Envelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Document.

4. Only eligible Bidders with the following key qualifications should participate in this bidding:

• Financial Criteria: Submission of audited financial statements or, if not required by the law of the Bidder-s country, other financial statements acceptable to the Purchaser, for the last three (3) years (2016, 2017, and 2018) to demonstrate the current soundness of the Bidder-s financial position. As a minimum, the Bidder-s net worth for the last year calculated as the difference between total assets and total liabilities should be positive.


• Cash flow Capacity: Availability of or access to liquid assets, lines of credit, and other finances sufficient to meet any possible cash flow requirement at least US$ 0.5 million, net of Bidder-s current commitments. If a Bidder is a joint venture, all partners combined must meet the requirement amount, one partner must meet at least 40 percent of the required amount and each other partner(s) must meet at least 25 percent of the required amount.

• Minimum average annual turnover of US$ 2.054 million calculated as total payments received by the Bidder for contracts completed or under execution over the last three (3) years (2016, 2017, and 2018). If a Bidder is a joint venture, all partners combined must meet 100 percent of the required amount, one partner must meet at least 40 percent of the required amount and each other partner(s) must meet at least 25 percent of the required amount.

• Experience Criteria: Successful completion as main supplier within the last three (3) years (2016, 2017, and 2018), of at least two (2) contracts each valued at US$ 822, 000 with nature, and complexity similar to the scope of supply described in Section 6 (Schedule of Supply).

6. The Bidding Document in the English language may be purchased by interested Bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of LAK 1, 500, 000 equivalent to US$ 175. The method of payment will be by cash or bankers order or bank draft or international money order or by check to A/C No.010.6.11.00.24232 at Banque Pour Le Commerce Exterieur Lao Public (BCEL). The document will be sent by airmail for overseas delivery and surface mail or courier for local delivery. No liability will be accepted for loss or late delivery. An additional non-refundable charge of US$ 120 will be made for international courier service or US$ 20 for national courier service.

7. Bids must be delivered to the above address indicated, at or before 13:30 hours on 9 September 2019. Electronic bidding will not be permitted. Late bids will be rejected. Bids will subsequently be opened in public at 14:00 hours in the presence of the Bidders- representative at the above address. All bids must be accompanied by a Bid Security in the amount specified in the Bidding Document.

8. When comparing bids, ADB-s Domestic Preference Scheme will not be applied in accordance with the provisions stipulated in the Bidding Document.
