Detailed_Description : The Centre is an operational service agency of the Government of Ontario established in October 2004 as part of the province-s response to the Walkerton Inquiry Report. The Centre provides scheduled public and on-site training for drinking water owners, operators, operating authorities, and postsecondary students across the Province of Ontario. With its leading-edge drinking water technologies, the Centre's Technology Demonstration Facility is an effective platform for hands-on training and pilot testing. The following systems in the Technology Demonstration Facility are due for control panel hardware and/or software replacement and upgrades: (a)Conventional Treatment Pilot Plant(b)Dissolved Air Flotation (“DAF”) Pilot Plant(c)Ozone SystemThe Centre-s Conventional Treatment Pilot Plant features two parallel trains rated for a total flow of 18.9 L/min. The SCADA system for the Conventional plant operates using iFix software and also accommodates several inputs and outputs for the Slow Sand Filtration (SSF) Pilot Plant.The ozone generator and selection of ozonation options is manually controlled the same the iFix SCADA system. The Ozone system includes three ambient ozone analyzers, one dissolved ozone analyzer and one high concentration ozone gas analyzer. The ozone system has two ambient ozone level setpoints which activate a strobe light and a sounder or shut down the ozone generator. The Centre-s DAF Pilot Plant features a single train rated for 16.7 L/min. The SCADA system for the DAF currently operates on Wonderware software and Development Studio Small, version 10.1A and reports version 3.4. It features hardware and software originally installed in 2011.

Scope of Work : The SCADA system for the ozone system features an Allen Bradley CompactLogix controller that is obsolete and no longer supported.The Allen Bradley Micrologix line of products has been discontinued and must be replaced. The Vendor will be required to supply, deliver, and install new PLCs and hardware to replace aged and discontinued models with updated equipment that can be readily serviced and supported. The Vendor will be required to complete integration of the applicable systems including the migration of the standalone DAF system to the upgraded software, creating a single comprehensive SCADA system for all 3 technologies. Additionally, the vendor will be required to program and integrate a new operating sequence that will allow the DAF plant to operate using the existing filters from the Conventional Plant. The Vendor will be required to submit a detailed estimate of the amount of time that a full system shutdown would be required during onsite installation and commissioning to schedule work in a way that is favourable for both the Vendor and for the Centre.Following completion of this work, the vendor will be required to test the performance of the new single comprehensive SCADA system to demonstrate that it is fully functional according to system control narratives, and provide an overview of the new single comprehensive SCADA system and in-person training for twelve (12) of the Centre-s personnel at the Site.The installation and testing of all components and subsequent training will be required to take place onsite in Walkerton. All work is to be completed at the earliest possible date, but no later than December 31, 2025.
