Photovoltaic (PV) System and Electric Vehicle Level 2 charger offered on five (5) lots as

1. The Organisation of Eastern Caribbean States (OECS) Commission with support from the
European Union invites sealed Bids for the Supply and Installation of Complete Solar
Photovoltaic (PV) System and Electric Vehicle Level 2 charger offered on five (5) lots as
follows. Bidders can choose to bid for one or more Lots:
Lot 1 - Anguilla
Lot 2 - Antigua and Barbuda
Lot 3 - British Virgin Islands (BVI)
Lot 4 - Montserrat
Lot 5 - St Vincent and the Grenadines
2. Bidding will be conducted through the Invitation to Bid procurement method specified in the
Commission-s Procurement Guidelines dated November 2013, revised February 2020 and is open to
qualified bidders.
3. Qualification requirements include:
a) Bidder must have experience in the supply & installation of solar PV systems similar to the
one in the bid for a period of at least five (5) years prior to the deadline for bid submission.
b) The Bidders shall submit reference lists for not less than one (1) successfully completed
similar contract/supply during the last five (5) years, for similar supply & installation of
solar PV systems, for an amount of not less than xCD 40, 000.
c) Experience with conducting training sessions on installation and operations and
maintenance of solar PV systems.
If the bidder is a Joint Venture (JV), all members should jointly meet all qualification
requirements and the member in charge should have at least one (1) successfully completed
similar contract/supply during the last five (5) years.
d) Bidders shall submit documentary evidence of compliance to the Technical Specifications.
4. A complete set of the Bidding Document, in English, may be requested by interested qualified
bidders on the submission of a written request to the email address below. The Bidding Document
will be sent free of charge to all interested eligible bidders by electronic mail. The PDF version of
the Bidding Document will be the binding one. For the convenience of Bidders, an unofficial MS
Word copy of the Bidding Document will be included in the email.

5. Bidders are required to submit their Bids via email to the email address:
procurementbids@oecs.int by 13
th March 2023. Additional details are provided in the Bidding

6. Bids reaching after the closing date and time will be rejected.
7. Bids will be opened virtually, in the presence of bidders who choose to attend, following the
deadline for delivery of bids. Additional details are provided in the Bidding Document.
8. All bids must be accompanied by a Bid Securing Declaration, with a one (1) year automatic
suspension for any breach. The Bid Securing Declaration is to be submitted in the format stipulated
in the Bidding Document.
9. Bid evaluation and award will be per lot. Additional details are provided in the Bidding
Document.
10. Please note that the Commission is not bound to select any of the bids submitted. The Commission
also reserves the right to cancel this invitation in its entirety or even partially without incurring
any liability to the bidders.
