Description of the service: The object of the performance is the supply and installation of a 12x3 6-cell bridge scale embedded in concrete with anchor plates at the site, the placing of the concrete of the running slab, the assembly, connection, steel wiring against rodents and the corresponding CE metrological verification for the Organya landfill, managed by the Intermunicipal Association for Waste Management of Alt Urgell Meridional (MIGRATION).

Justification of the urgent procedure: The installation of a bridge scale at the waste disposal facility is an urgent need, as it is essential for the control of waste inputs and outputs, environmental traceability and the calculation of corresponding fees or invoices. In addition, the action has external funding with a non-postponable deadline for execution and justification of December 31, 2026; failure to comply would result in the loss of the grant and serious economic damage to the commonwealth, having to bear in full the expenditure with own funds. In addition, the ordinary processing would not allow to guarantee the execution and justification of the action within the period of the grant, given the sum of the terms of bidding, evaluation of proposals, possible documentary requirements, formalization, manufacturing, work civil and start-up of the scale. For this reason, the application of the emergency processing of article 119.1 of the LCSP is justified, which allows to reduce the administrative deadlines and preserve the funding granted. This urgency does not derive from any inactivity of the Administration, but from circumstances external and supervening, such as the time required for the drafting of the technical documentation, the adjustment to the conditions imposed by the financing entity...
