Tenders are invited for Supply and Installation of Automation Systems, Medication Dispensing for Pamela Youtlc Nethersole Eastern Hospital. Hong Kong East Cluster. Hospital Authority
1.1. This lodging of quotation calls for the supply and installation
of one (1) complete set of Medication Dispensing Automation
System. Delivery shall be made within 4 calendar months.

1.2. The system shall interface with the Hospital Authority (HA)
Pharmacy Management System (PMS) through network to
handle dispensing of at least 180 types of tablets/capsules with
high consumption in an automated manner to support efficient
dispensing in hospital pharmacy.

1.3. Upon request by the hospital, tenderers shall arrange a
product demonstration with a product possessing features
identical to the offered equipment within 2 calendar weeks
to demonstrate the capability and compliance to this
specification. The demonstration shall be able to
demonstrate a feasible operation prototype in the
Specialist Outpatient Department Block of Pamela Youde
Nethersole Eastern Hospital (SOPD, PYNEH) with the
offered equipment system to the satisfaction of the
end-user.

1.4. The system shall be electronically activated for counting after
receiving confirmed prescription from PMS.

1.5. The system shall be able to automatically select the correct
designated drug item and proper size vial, dispense required
quantity, apply dispensing label automatically, and deliver the
filled vials to a designated area / pick-up window for final
inspection and verification. All processes shall be completed
without cross-contamination

1.6. The processing of drug items including counting, filling and
labeling shall be operated with high accuracy and efficiency to
meet operation need of pharmacy.

1.7. The system shall consist of the followings:- (M)

2. Dispensing Feature
2.1. The system shall achieve 100 percent accuracy on selecting
the right drug in the right size dispensing vial.

2.2. The system shall achieve 99.5 percent accuracy, or better, on
counting the right dispensing quantity for the selected drug.

2.3. The dispensing time of the system to produce a filled and
labeled vial for transaction shall be at least 90 prescriptions
per hour.

3. Medication Cabinet
3.1. The cabinet shall be able to accommodate a bank of
medication dispensing cells which can be of different defined
sizes.

3.2. The cabinet shall allow the location of the cells to be
interchangeable. However, cells shall be equipped with a
mechanical safety mechanism to avoid misplacement of a
particular cell while being interchangeable. Tenderers shall
provide details including graphical illustration and/or
photos during tender submission.

3.3. The system shall require access only from the front and allow
any one of the four sides to be placed against walls. Tenderer
shall provide graphical illustration during tender
submission to demonstrate compliance.

4. Medication Dispensing Cassettes or equivalent containers
4.1. The medication dispensing cassette shall be available in at
least 2 sizes i.e. standard size of at least 650cc per unit and an
extended unit of at least 1, 000cc. If only one size is available,
the system shall allow concurrent storage and dispensing
assignment of the same drug item to at least 4 cells/cassettes.
Each medication dispensing cassette shall have a location
label and a cassette drug label.

4.2.1. The drug location label shall be barcoded. (M)
4.2.2. The barcoded drug location label shall be scanned
by the robotic arm to confirm the identity of the
drug item that is being stored by the cell.

4.2.3. The cassette drug label shall contain drug specific
information such as drug name with strength, drug
item code, expiration date and batch number. The
label should also have information on the date and
time of printing.

4.3. For safety reasons and guarantee for stability, each medication
dispensing cassette shall be placed in their dedicated slot.

4.4. There shall be a security mechanism to prevent cassette to
place a wrong cassette slot.

4.5. Each medication dispensing cassette shall also be attached
with a cassette drug label containing drug specific information
i.e. drug name & drug item code.

4.6. The medication dispensing cassettes shall be automatically
and accordantly adjusted by the integrated cassette holder to
dispense tablets and capsules of different shapes and sizes.

4.7. System design shall allow replenishment of medication
dispensing cassettes (other than the one under dispensing)
without disturbance of dispensing. Tenderers shall provide
supporting document with graphical illustration during
tender submission.

4.8. System design shall allow replenishment of medication
dispensing cassettes without use of any specific tools.

4.9. During replenishment of medication, cassettes shall be locked
when it is removed from the slot and only be unlocked after
placement to the integrated cassette holder for security.
Tenderers shall provide supporting document with
graphical illustration during tender submission.

5. Cassette and Drug Calibration unit for drug registration
and replenishment specified below shall be provided if it is
available:-
