1. This Invitation to Bid (ITB) follows the General Procurement Notice for this Project that appeared in Development Business, issue no. IDB1616-10/14 of 9 October, 2014.

2. The Government of Barbados has received funding from the Inter-American Development Bank (IDB) and the European Union (EU) towards the cost of the Public Sector Smart Energy Program and intends to apply part of the proceeds of this financing to eligible payments under the Contract.

3. The Government of Barbados now invites sealed Bids from eligible and qualified bidders for the Supply and Installation of Energy Efficient Technologies at Fourteen (14) Public Buildings across Barbados. The energy efficient interventions will be packaged in three (3) Lots and a firm will be allowed to bid on one (1) or all Lots. The period estimated from contract signature to completion is seven (7) months. The interventions are expected to be executed for each Lot concurrently.

4. Bidding will be conducted in accordance with the International Competitive Bidding (ICB) procedures specified in the Inter-American Development Bank-s Policies for the Procurement of Goods and Works financed by the Inter-American Development Bank GN-2349-9 and is open to all bidders from eligible countries under IDB and EU Policies.

5. The successful Contractor/s will be required to enter into a contract drafted by or in a form approved by the Solicitor General or a legal officer of the Public Service approved by her. A surety for the due performance of the contract will be required by one of the methods listed below: By way of a deposit with the Treasury of a sum of money or approved securities to the value of not less than ten percent of the contract price; or By way of a Bank or accredited Insurance Company whose liability shall be not less than ten percent of the contract price.

6. Eligible bidders may obtain the Bidding Documents and any further information from the Ministry of Energy and Water Resources at e-mail address publicsmart@energy.gov.bb between the hours of 8:30 a.m. to 4:30 p.m. Monday to Friday (except on public holidays).

7. The Bidder who is substantially responsive to the technical requirements and who has been determined to have the lowest evaluated cost per lot will be post-qualified to confirm suitability. For Post-qualification purposes, interested Bidders must submit information which demonstrates their ability to supply and install the required goods as specified in the Bidding Documents. This information should include experience in supply and installation of goods of similar scope and specificity, the firm-s financial capability, litigation history and evidence of eligibility.

8. All bids must at the time of submission be accompanied by a Bid Security of:

a. US$17, 410.00 for LOT 1;

b. US$20, 790.00 for LOT 2;

c. US$29, 700.00 for LOT 3;

or an equivalent amount, in a freely convertible currency. FAILURE TO SUBMIT THE BID SECURITY AT THE TIME OF SUBMISSION WILL RENDER THE APPLICATION VOID.

9. Bidders are permitted to submit bids (a) electronically or (b) hard-copy as follows:

10. In light of the COVID-19 pandemic bidders will not be allowed to conduct site visits of the buildings. A Pre-Bid Conference will however be held via teleconference on Friday, July 31, 2020 at 10:00 a.m. Barbados time to allow potential bidders the opportunity to discuss and seek clarifications on the supply requirements and Bidding Documents. Interested Bidders are asked to obtain the information on how this process will be managed from Address (2) above and are advised to participate.

11. The Government of Barbados is not responsible for any costs or expenses incurred by applicants in connection with the preparation or delivery of Bids.

12. All Corporate applicants should include with their application a copy of the company`s Certificate and Articles of Incorporation as evidence that the company is an existing registered company as at the date of application. The Certificate must be in the name of the applicant.

13. Where the Certificate and Articles of Incorporation have not been submitted at the date of the opening, the applicant will be given a maximum of two (2) weeks to meet this obligation. Failure to submit the Certificate and Articles of Incorporation within the extended period would render the application void.

14. Local applicants are advised that the Certificate of Incorporation referred to at paragraph 12 above means a Certificate of Incorporation issued under the 1985 Companies Act of Barbados or where applicable a Certificate of Amendment. Certificates must be dated after December 31, 1984.

15. Any firm incorporated outside of Barbados, which is awarded a contract, will be required to be registered in Barbados as an External company under the ‘Companies Act of Barbados-. Information on the requirements for registering as an external company can be obtained from the Corporate Affairs and Intellectual Property Office (CAIPO), Ground Floor, Boabab Towers, Warrens, St. Michael, Barbados, Telephone no. +1 (246) 535-2401, general@caipo.gov.bb; request@caipo.gov.bb. Bidders are advised to familiarize themselves with the requirements for registration to facilitate a seamless contracting process.

16. Bidders interested in any tenders by the Government of Barbados should be aware that the Labour Clause (Public Contracts) ACT CAP 349 shall in so far as is applicable to the tender, apply to any contract made in respect of the tender. Full details of the conditions of the ACT CAP 349 may be obtained from the Government Printer, Government Printing Department, Bay Street, St. Michael, Barbados.

17. Bidders will be advised of the results of their applications in due course.

18. No bid will be considered unless it complies with conditions set out in this notice.

19. Late submissions will not be accepted.

20. The Government of Barbados reserves the right to accept or reject any bid received.
