Description : In line with the implementation of the thrusts and Priorities of the Enhanced Partnership Against Hunger and Poverty (EPAHP) Program, which aims to strengthen market linkages of Community-Based Organizations (CBOs) to institutional feeding programs, the EPAHP Regional Management Program Office (EPAHP-RPMO) hereby endorses the Community-Based Organizations (CBOs) to participate in the Supplementary Feeding Program (SFP) of the Department of Social Welfare and Development (DSWD) under the Transfer of Funds scheme. This endorsement is made through the Negotiated Procurement-Community Participation (NP-CP) modality, in accordance with the existing procurement laws, rules, and regulations.
Relative thereto, as per RA 12009 or the New Government Procurement Act, Section 35 Negotiated Procurement, 35.11 Community Participation, the Bids and Awards Committee (BAC) of the Local Government Unit of Talacogon has already issued BAC Resolution No. 64, series of 2026, recommending the adoption of the NEGOTIATED PROCUREMENT-COMMUNITY PARTICIPATION modality.
