Invitation to Bid

DA8-GOODS (YRRP)-2017-11 (PR No. YRRP-2017-PuB-39)



1. The Department of Agriculture-Regional Field Office No. 8, through the Yolanda Rehabilitation and Reconstruction Program 2017 intends to apply the sum of Two Million Five Hundred Thousand Pesos (a‚+/-2, 500, 000.00) only being the Approved Budget for the Contract (ABC) to payments under the contract for -œSupply and Delivery of Carabao (Bulgarian Murrah Buffalo)-. Bids received in excess of the ABC shall be automatically rejected at bid opening.



2. The Department of Agriculture-Regional Field Office No. 8, now invites bids for -œSupply and Delivery of Carabao (Bulgarian Murrah Buffalo)-. Bidders should have completed, within two (2) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

TERMS AND CONDITIONS:

1. Strictly follow the specifications.

2. Selection and pre-inspection must be done by DA representative before the actual date of delivery.

3. Must be accompanied with Animal Health Certificates by government veterinarian.

4. Must have a parental performance record.

5. The supplier/source must be a registered breeder farm under the BAI.

6. Must be free from physical deformities and abnormalities.

7. Must inform the DA-RFO 8 at least 10 working days before the scheduled date of delivery.

8. DA reserves the right to reject non-compliant to specifications or may request replacements of those mortalities within 3 days after delivery.

9. Delivery must be made within 60 days upon receipt of purchase order.

10. Deliver animals at SJES-Gandara Satellite Station, Brgy. San Agustin Gandara Samar.

11. Payment will be made after all the documentary requirements are completed.



3. Bidding will be conducted through open competitive bidding procedures using a nondiscretionary -œpass/fail- criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the -œGovernment Procurement Reform Act-. Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR of RA 9184.



4. Interested bidders may obtain further information from Department of Agriculture - Regional Field Office 8 and inspect the Bidding Documents at the address given below during office hours from 8:00AM to 5:00 PM.



5. A complete set of Bidding Documents may be acquired by interested Bidders on September 14-October 4, 2017 from the address and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB in the amount of a‚+/-5, 000.00.



It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.



6. The Department of Agriculture-RFO 8 will hold a Pre-Bid Conference on September 22, 2017 9:00 AM, BAC-Secretariat time at DA 8 BAC Office, Kanhuraw Hill, Tacloban City which shall be open to prospective bidders.



7. Bids must be duly received by the BAC Secretariat at the address below on or before October 4, 2017, 9:00 AM, BAC-Secretariat time. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.



Bid opening shall be on October 4, 2017, 9:00 AM, BAC-Secretariat time at DA8 BAC Office, Kanhuraw Hill, Tacloban City. Bids will be opened in the presence of the bidders- representatives who choose to attend at the address below. Late bids shall not be accepted.



8. Schedule of Requirements and Technical Specifications are defined in Sections VI and VII of the Bidding Documents. All particulars relative to Eligibility and Screening, Bid Security, Performance Security, Pre-Bidding Conference, Evaluation of Bids, Post-Qualification and Award of Contract shall be governed by the pertinent provisions of R.A 9184 and its Revised Implementing Rules and Regulation (R-IRR).



9. The Department of Agriculture-RFO 8 reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
