Description : 1) The Department of Agriculture Regional Field Office- MIMAROPA (DA-RFO-MIMAROPA) is conducting this procurement through the early procurement activity (EPA) for FY2026 to ensure timely delivery of goods and services in compliance with Section 12 of the Implementing Rules and Regulations of Republic Act (RA) No. 12009 whereby Procuring Entities are authorized to undertake EPA pending the approval of the funding for the intended projects. Further, it is consistent with GPPB Resolution No. 05-2025, entitled “Approving the Circular Providing Policy Guidance in Section 113 (Transitory Provision) in relation to Section 115 (Repealing Clause) of RA 12009 and its Implementing Rules and Regulations” the EPA shall be governed by GPPB Circular No. 06-2019 entitled, “Guidelines on the Implementation of Early Procurement Activities (EPA)” until the issuance of new or updated EPA Guidelines under RA 12009.
