INVITATION TO BID

IB NO. 2020 - 013/RJP



SUPPLY AND DELIVERY OF VARIOUS AGRICULTURAL MACHINERIES



1. The Department of Agriculture - Regional Field Office 10, through Rice Program, Corn Program, and SAAD Program Funds CY 2020 intends to apply the sum of the following:



Bid Lot 1- Fifteen Million Nine Hundred Twenty Five Thousand Pesos

(Php15, 925, 000.00)

Bid Lot 2 - Four Million Five Hundred Thousand Pesos (Php4, 500, 000.00)

Bid Lot 3 - Seven Million Three Hundred Fifty Thousand Pesos (Php7, 350, 000.00)

Bid Lot 4 - Two Million Six Hundred Fifty Thousand Pesos (Php2, 650, 000.00)



being the Approved Budget for the Contract (ABC) to payment under the contract for the Supply and Delivery of Various Agricultural Machineries:



Bid Lot 1 - 13 units 4WD Farm Tractor with Accessories

Bid Lot 2 - 3 units Corn Planter - Pneumatic Four-Row

Bid Lot 3 - 21 units Corn Husker Sheller

Bid Lot 4 - 7 units Cassava Grater with Presser

5 units Cassava Chipper



Bids received in excess of the ABC of each lot shall be automatically rejected at bid opening.



2. The Department of Agriculture - Regional Field Office 10 now invites Dealers/ Suppliers/Manufacturers bids for the Supply and Delivery of the above-mentioned Various Agricultural Machineries. Delivery of the Goods is required within Bid Lot 1 - 120 calendar days, Bid Lot 2 - 60 calendar days, Bid Lot 3 - 60 calendar days and Bid Lot 4 - 60 calendar days. Bidders should have completed within two (2) years for Bid Lot 1, 2 and 4, and three (3) years for Bid Lot 3 from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.



3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary -œpass/fail- criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the -œGovernment Procurement Reform Act-.



Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183.



4. Interested bidders may obtain further information from Department of Agriculture - Regional Field Office 10 and inspect the Bidding Documents at the address given

below from 8:30 to 5:00 P.M., Monday to Friday.



5. A complete set of Bidding Documents may be acquired by interested Bidders on

January 25, 2020 to February 14, 2020 from the address below and upon payment of a nonrefundable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of:



Bid Lot 1 = Php25, 000.00

Bid Lot 2 = Php5, 000.00

Bid Lot 3 = Php10, 000.00

Bid Lot 4 = Php5, 000.00



It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS)and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.



6. The Department of Agriculture - Regional Field Office 10 will hold a Pre-Bid Conference on February 03, 2020, 10:00AM at the Bids and Awards Committee Office, Department of Agriculture Regional Field Office 10, Antonio Luna St., Cagayan de Oro City which shall be open to prospective bidders.



7. Bids must be duly received by the BAC Secretariat at the address below on or before February 14, 2020, 9:00AM. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.
