The Department of Education (DepED) Padre Garcia National High School, through 2019 Government Appropriations Act (GAA) under the CY 2019 Junior High School intends to apply the sum of Fifteen Thousand Pesos (Php 15, 000.00) being the Approved Budget for the Contract (ABC) to eligible* payments under the contract for each lot. Bids received in excess of the ABC for each lot shall be automatically rejected at bid opening.

The DepED Padre Garcia National High School, Division of Batangas, through its Bids and Awards Committee (BAC), now invites bids for the above-mentioned Supply and Delivery of Office Supplies for Junior High School. Prospective bidders must have an experience of having completed at least one (1) contract that is similar to the contract to be bid, and whose value, adjusted to current prices using the NSO consumer price indices, must be at least fifty percent (50%) of the ABC to be bid. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II, Instructions to Bidders.



Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the -œGovernment Procurement Reform Act-.



Bidding is restricted to Filipino citizens/sole proprietorships/partnerships, or organizations with at least seventy five percent (75%) interests or outstanding capital stocks belonging to citizens of the Philippines.



A complete set of Bidding Documents may be inspected or purchased at the Padre Garcia National High School BAC Secretariat, located at Poblacion, Padre Garcia, Batangas upon submission of a letter of intent and payment in cash of a non-refundable fee by interested bidders indicated to the Padre Garcia National High School office. Only bidders who submitted a letter of intent and included in the Document Request List (PhilGEPS Posted ITB) will be allowed to purchase the Bidding Documents.



It may be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS), www.philgeps.net provided that bidders shall pay the fee for the Bidding Documents not later than the submission of their bids.



Only bidders that purchase the Bidding Documents will be allowed to submit bids (ITB 6.8).

Bids must be delivered to the address and on the date and time stated herein. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.0.



Bids will be opened in the presence of the bidders- authorized representatives who choose to attend the opening of bids at the address stated herein. Late bids and bids with no authorized representative shall not be accepted.



The DepED Division of Batangas reserves the right to reject any and all bids, declare a failure of bidding, not award the contract(s), or annul the bidding process without thereby incurring any liability to the affected bidder or bidders.
