OVERVIEW
The Government of Suriname (GOS) has received financing from the Caribbean Development Bank (CDB) for the POWER PROJECTS SURINAME (the Project) and intends to apply a portion of the proceeds of this financing to eligible payments under this contract. Payment by CDB will be made only at the request of GOS and upon approval by CDB, and will be subject, in all respects, to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOS shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.
The Project is being implemented by the Ministry of Finance through its NV EnergieBedrijven Suriname (EBS) which is the Executing Agency. NV EBS has contracted FICHTNER to be the Consultant for this project. The Consultant has prepared design and contract documentation (FIDIC Silver Book) and will assist in tender administration, evaluation and supervision of Project activities.
NV EBS will invite sealed bids from eligible and qualified bidders (all Countries are eligible) for Substations, Overhead Lines, Cables and Network Control Centre in Paramaribo and Nickerie. The project will procure EPC/ Turnkey Contracting services for the electricity system upgrade and expansion.

INSTRUCTIONS
Eligible Contractors are invited to participate in a Sector Engagement Conference Call scheduled for 15 September, 2020, at 10:00Hrs Suriname local time. Firms responding to the email address below, will received an embedded link by which they can join the Conference call. The conference will feature a power point presentation outlining project components and details of the contract, and the related procurement process. It will also include a Questions & Answers session.
It is anticipated that the Invitation for Bids will be issued in September 2020, after the aforementioned Sector Engagement Conference.
