Detailed_Description : The objective of this procurement is to obtain a subscription access to an integrated energy-emissions-economy model and related technical support and training. Access to the model allows the Environmental Economics Branch (EEB) to: •continuously provide evidence-based analysis that supports building an attractive economy.•evaluate the economic and environmental impacts of policy updates to the Emissions Performance Standards Program and proceeds projections to support planning for the Emissions Performance Program. •track progress in achieving Ontario-s emission reduction target and making longer-term reductions.•assist other ministries with assessing environmental and economic impacts of other government priorities (e.g., Ministry of Energy and Mines- integrated energy planning work, Ministry of Natural Resources- Carbon Capture, Storage and Utilization Analyses, industrial steel decarbonization). •collaborate with other ministries in estimating in an integrated fashion the environmental and economic effects of initiatives proposed by Canadian federal and provincial governments.The non-consulting services will be obtained using an open competitive procurement process by posting an electronic Request for Bids (eRFB) on JAGGAER. The estimated cost of these services is projected to be under $750, 000, exclusive of applicable taxes. The agreement will have a two-year term from October 1, 2025, to September 30, 2027, with option to extend for one additional year.

Scope of Work : The objective of this procurement is to obtain non-consulting services for subscription access to an Integrated Energy-Emissions-Economy Model for the Province of Ontario along with associated technical support and training. This procurement will be obtained using an open competitive procurement process by posting an electronic Request for Bids (eRFB) on JAGGAER. The Model will support evidence-based decision making that supports the development of an attractive economy and fosters investments in addition to developing integrated province-wide emission projections to track progress in achieving Ontario-s greenhouse gas emission reduction target and longer-term reductions. The model would enhance the Ministry-s modelling and analytical capacity to assess the impacts of current and future environmental, energy, and climate change policies on Ontario-s economy, energy consumption, and greenhouse gas emissions. The model would enable the Ministry to evaluate the economic and environmental effects of key initiatives, such as updates to the Emissions Performance Standards (EPS) and industrial decarbonization projects, and analyze broader economic dynamics, including the ripple effects of U.S. tariffs and internal trade barriers, by simulating the complex interactions between energy systems, emissions, and economic activity.The agreement will have a two-year term from October 1, 2025, to September 30, 2027, with option to extend for one additional year.The successful vendor will provide the Ministry with remote access to its Model for the Term. All meetings and training will be conducted virtually via the internet. In exceptional circumstances, for example, if the Vendor-s staff are available in the Greater Toronto Area, the Ministry may opt to hold training sessions or meetings in person at its downtown Toronto office.
