This market concerns a study on nautical security for the establishment of the offshore wind farm in the Princess Elisabeth area (ZPE). This study is necessary because the ZPE is located in an area where maritime traffic is dense and complex. ZPE therefore has an impact on nautical security of this maritime traffic. The requested study aims to analyze nautical security in this area by means of detailed risk analyzes relating to the corridor between plots I, II and III and on existing sea roads, in particular on the separation of Westhinder traffic device (Westhinder TSS) and on the sea road passing southeast of plot II. The study will lead to an opinion on the safety distances to be applied to the ZPE with regard to the different sections (the corridor, the Westhinder traffic separation system and the southeast limit of the Parcel II) based on the interaction of ships between them and on the specific situations (emergency) of ships, taking into account the possible weather conditions. Maritime experts, as well as users of the maritime route will be consulted to fully understand situations of specific traffic. In addition, different scenarios and their impact on nautical security will be assessed. The market has no prizes. This is a global price market (A.R. April 18, 2017, art. 2, 3 ).
