The ILO in Lao PDR is looking for a qualified research institution to conduct a study on the effects of reforms to co-payment values in Lao PDR. The main objective of the consultancy is to generate evidence on the effects of the reform to payment rates and co-payment amounts under the NHI introduced in August 2024. Using a mixed-methods approach, the research institution will ascertain the effects of the reform at three levels on persons legally covered by the NHI scheme, on health facilities, and the implications for the NHI scheme. Please refer to the attached Terms of Reference for more information Interested parties should submit, in English, A technical proposal that includes:A description of how the applicant explicitly meets the above requirements;Preliminary proposal for the methodology and sample size for the research;A sample of past research reports/outputs;CVs of core team members.An all-inclusive financial proposal presenting a cost estimation with a detailed breakdown.The Technical and Financial proposals should be submitted as separate files to taothong@ilo.org by 6PM (GMT+7) on Thursday 30th of October 2025 with "Consultancy on impacts of reform to co-payment amounts" as the email subject.
